Overview

The Dubai Films and Games Commission (DFGC) is a government body operating under the Dubai Media Council. Established in 2024, the commission supports the growth of Dubai's film and games industries through investment, talent development, industry partnerships and programmes for local creators.

Its work in gaming supports Dubai's ambition to become one of the world's leading games hubs. The commission works to attract international companies, develop local talent and create opportunities for game developers to build and grow their businesses in the emirate.

The commission also supports industry events and partnerships. In May 2026, it announced a multi-year partnership with Xsolla to expand commercial opportunities for MENA developers. The agreement includes plans for a Dubai-based studio accelerator, industry research reports and access to Xsolla's global payment and commerce services.

The DFGC also organises industry events, including the Film and Gaming Forum, which brings together developers, investors and other industry professionals to discuss the future of interactive entertainment and film production.

The commission supports the Dubai Program for Gaming 2033, which aims to make Dubai one of the world's top 10 gaming hubs by 2033, create 30,000 jobs and contribute $1 billion to the emirate's GDP. In September 2026, Dubai reported more than 490 gaming companies and over 1,000 gaming licences issued, with the number of registered companies up 68% since 2025.
